The third phase of the Enhancement Participatory Democracy in Turkey: Gender Equality Monitoring Project, funded by the European Union, started to be implemented by the Association for Monitoring Gender Equality (CEID) on September 1, 2023.
The project is being implemented in 11 provinces, namely Adana, Ankara, Bursa, Eskisehir, Gaziantep, Hatay, Istanbul, Izmir, Mersin, Samsun and Trabzon.
The project is designed to increase the monitoring capacities and awareness of civil society organizations, to enable them to incorporate a gender equality perspective into their monitoring activities, and to support local governments, especially municipalities, to present their policy formulation, implementation and monitoring processes from a gender equality perspective.
Another objective of the Gender Equality Monitoring Project is to develop a culture of cooperation and joint work among civil society organizations, academia, trade unions, professional organizations working for the public good, bar associations and local governments working to ensure gender equality.

Under the CEIDizler Project, five new mapping and monitoring reports will be prepared in the following thematic areas:
- Disaster Risk Management and Gender Equality
- Monitoring of Public Expenditures and Gender Equality
- Violence and Harassment in the Workplace and Gender Equality
- Climate Change, Rural Areas and Gender Equality
- Gender Equality in the Arts: Performing Arts and Cinema
In addition, 17 thematic monitoring reports prepared during previous phases of the project will be updated. These areas include: Employment – Education – Access to Health Services – Participation in Political Decision-Making – Access to Urban Rights and Services – Access to Religious Services – Access to Justice – Sports – Media – Ageing – Science, Technology, Engineering and Mathematics (STEM) – Prevention of Poverty, Social Protection and Social Assistance – Violence Against Women – Human/Women Trafficking – Child, Early and Forced Marriages – Women Refugees – Men, Masculinities and Gender Equality.
Four new training materials will be developed with the following titles:
- Gender-Sensitive Data Literacy and Data Visualization
- Gender-Sensitive Data Analysis
- Gender-Sensitive Case Monitoring
- Gender-Based Advocacy
These topics will be covered in face-to-face trainings in selected provinces, and online modules will be prepared for the CEIM Training Portal.
Gender Equality Monitoring Report of Türkiye for the periods 2023–2024 and 2025–2026 will be updated and published in both Turkish and English to highlight the current state of gender equality and problem areas in Türkiye.
The CEID Gender Equality Index, which compares Türkiye’s performance with that of OECD countries, will be updated for the 2023–2024 and 2025–2026 periods.

The Gender Equality Monitoring Centre (CEIM) is a pioneering digital platform established by the Association for Gender Equality Monitoring (CEID). CEIM hosts Türkiye’s first gender-based Data Portal and was developed to strengthen data-driven, rights-based monitoring and facilitate knowledge exchange between the public sector, civil society, and academia. The Data Portal, featuring indicator-based analysis across 16 thematic areas of gender equality, provides a comprehensive and user-friendly infrastructure for monitoring and comparison, accessible to decision-makers, researchers, and activists.
In addition, CEIM features a unique AI-supported E-Library, built on DSpace infrastructure, with access to over 2,500 national and international resources, including academic publications, policy documents, guides, and international agreements.
Through its Training Portal, CEIM delivers online training modules and videos to promote rights-based monitoring. The Expert Pool, comprising specialists from civil society, academia, and local governments, supports knowledge sharing and capacity development.
CEIM goes beyond monitoring and actively shapes the informational and institutional infrastructure for transformative change in gender equality.
The CEIDizler Project implements activities in 11 provinces to strengthen gender equality at the local level. These are carried out through Local Gender Equality Monitoring Platforms (LOGEMPs) established according to each province's priorities.
LOGEMPs are civil platforms composed of voluntary participants from civil society organizations, professional chambers, trade unions, public institutions, local governments, city councils, and academia. Each platform develops and implements unique monitoring plans tailored to local needs.
The CEIDizler Grant and In-Kind Support Programme is a comprehensive support mechanism aiming to monitor gender equality at local and national levels, enhance data visibility, and strengthen rights-based civil society organizations.
The programme consists of two support types: grants and in-kind assistance.
Grant support enables civil society organizations to carry out monitoring, advocacy and awareness-raising activities through long-term and structured projects. In the second phase of the CEIDizler Programme, 11 rights-based CSOs received grants; in the third phase, this number increased to 13. Supported projects have produced tangible outcomes such as the development of gender equality indicators, data-based analyses, monitoring of local equality mechanisms, and formulation of policy recommendations.
The in-kind support programme, launched in 2025, supports short-term, flexible and intervention-based activities. To date, 9 different platforms, networks and initiatives have benefited from this support. In-kind assistance includes the provision of materials, equipment and logistics for activities such as workshops, field visits, trainings, and forums. This support type aims to strengthen gender equality advocacy by increasing cooperation and visibility, particularly at the local level.
The second phase of the Enhancement of Participatory Democracy in Turkey: Monitoring Gender Equality Project, funded by the European Union, was implemented by the Association for Monitoring Gender Equality (CEID) between January 1, 2020 and December 31, 2022 in 9 provinces, namely Adana, Ankara, Gaziantep, Istanbul, Izmir, Trabzon, Eskisehir, Mersin and Samsun.
The project known shortly as CEIDizler pursues the following objectives: Enhancing indicator-based monitoring capacity and awareness of civil society organizations with their focus on gender equality; encouraging organizations engaged in rights-based monitoring to incorporate a gender perspective into their work; supporting local governments in developing, implementing, and monitoring their policies from a gender equality perspective; and encouraging the adoption of the approach of indicators-based gender equality monitoring by civil organizations, local governments and the public sector.
